Valpo Welcomes The Linc to Downtown, Completing Trio of Transformational Projects

Downtown Valparaiso continues its momentum with the completion of three major projects that add new housing, retail opportunities, public parking and critical infrastructure improvements – further strengthening the city’s vibrant and walkable core.
Together, The Linc mixed-use development, the new Lincoln Highway Garage, and streetscape and utility upgrades represent a significant public-private investment in the future of downtown.
“Adding these amenities to our thriving downtown fills long-time needs and sets our city up for continued success,” said Mayor Jon Costas. “These projects bring new neighbors, new businesses and new energy to Valpo while improving the infrastructure that supports our community for decades to come.”
Located at 215 E. Lincolnway, The Linc introduces 127 modern apartment homes across three four-story buildings, offering studio, one-, two- and three-bedroom options along with eight ground-floor retail spaces.
Developed by HG Valpo I, LLC and designed to complement downtown living, The Linc features both indoor and outdoor amenities, including:
Apartment homes feature high-end finishes and gourmet kitchens, with rents beginning at $1,199. Since opening in late 2025, more than half of the units are pre-leased or occupied.

The project was made possible through a public-private partnership with the Indiana Economic Development Corporation (IEDC) and the Valparaiso Redevelopment Commission, including $9.6 million in redevelopment tax credits to support housing growth and economic vitality downtown. To support residents, businesses and visitors, the new Lincoln Highway Garage at Lincolnway and Morgan Boulevard adds:
Parking is free to the public for the first three hours. Annual permits are available for $100 per year (prorated monthly) at City Hall, 166 Lincolnway.
Construction of The Linc and the garage also created the opportunity to modernize essential underground infrastructure. The City replaced aging utilities and separated stormwater and sanitary sewer systems, improving environmental sustainability, system reliability and long-term service for downtown businesses and residents.
