Steve Poulos Named Valparaiso City Administrator

Steve Poulos has been named City Administrator for the City of Valparaiso, effective May 1, announced Mayor Jon Costas.

“Steve is an exceptional leader who has proven his competence and commitment to the community in many roles within our city,” said Costas. Poulos has dedicated more than 30 years to serving the City of Valparaiso as a public works and utilities professional, most recently serving as Executive Director for Valparaiso City Services, a department that combines both public works and utilities.

In his current role, Poulos was instrumental in the merging of two major departments, utilities and public works. The new comprehensive department of Valparaiso City Services allows for maximum efficiency and includes a team of more than 120 employees. He has also led the completion of more than $150 million in critical infrastructure improvements, ensuring safe and reliable services for Valparaiso residents, and the city has been recognized for numerous state and national awards under his leadership. He has served on the Board of Works and Public Safety and is vice chairman of the NatureWorks Conservancy District. He has a degree in biology from Indiana University and maintains licenses in the utility field. Poulos will continue to oversee key projects for Valparaiso City Services. As part of the City Services strategic plan, Matt Zurbriggen has been named Utilities Director in a succession plan designed to ensure a seamless transition.

Poulos assumes the City Administrator role from Bill Oeding who has served as City Administrator for more than 14 years, leading many key initiatives, including the creation of Central Park Plaza, the remodeling of City Hall and the transformation of historic downtown. “Bill has been an exceptional public servant. His commitment, vision and common-sense approach have made a profound positive impact on our beautiful city. He will be missed at City Hall,” said Mayor Costas. Oeding was recognized by Governor Eric Holcomb with the Distinguished Hoosier Award for his contributions to the community, including leadership roles with Valparaiso Public Works, Valpo Parks, the Valpo Chamber of Commerce and Porter County Tourism. He currently serves as the President and CEO of Paradise Community Homes and serves on the board of Home Team Valpo, both not for profit organizations dedicated to helping Valparaiso residents with homeownership, repair, and maintenance.
