Leadership and legacy: Longtime member Todd Etzler on the Valparaiso Economic Development Corporation

Behind Valparaiso’s thriving economy is a dedicated team of community volunteers working to ensure that growth benefits everyone. The Valparaiso Economic Development Corporation (VEDC) stands as a model of community-first leadership, where local professionals donate their time and expertise to build a stronger, more sustainable future.
For more than 15 years, this nonprofit has supported economic development through a distinct model—one based on independence and long-term thinking. The VEDC operates outside of city politics, giving it the freedom to focus on what truly matters to the families and businesses of Valparaiso.
At the heart of the VEDC’s mission is its volunteer board. Todd Etzler, executive vice president and chief legal and risk officer at Horizon Bank, has served on the board for over a decade, including several years as chair.
“We wanted the VEDC to be an independent voice,” Etzler said. “Operating this way allows the VEDC to take an objective look at projects, free from political influence, and do what’s best for Valparaiso.”
That objectivity comes from experience. VEDC board members live and work in Valparaiso. They raise families here and understand what makes a community thrive.
“I’ve lived in Valparaiso since I was 5 years old,” said Etzler. “VEDC members are not thinking in the short term. They have a long-term commitment to the city.”
This focus on the community is at the heart of everything the VEDC does.
“We want to know ‘Is this good for Valparaiso on all levels?’” said Etzler. “This matters to us because we live here, our employees live here, and our kids go to school here.”
Etzler contends that it’s the collective wisdom of the group that gives the VEDC its strength.
Members come from across industries—banking, retail, legal, and nonprofit—to bring diverse perspectives to development decisions. In truth, every VEDC member supports growth throughout Valparaiso as a personal way of giving back.
“We’re not paid to do this work,” said Etzler. “We do it because we love Valparaiso.”
One example of the VEDC’s community-focused approach is its support for the ChicaGO Dash commuter bus service.
While it might seem like a small initiative, this transportation option represents something much larger—a commitment to connecting Valparaiso residents with opportunities while keeping them rooted in their community.
“The ChicaGO Dash shows we care about our community,” said Etzler. “It may seem small, but it sends a message to other communities and to our own residents that we are here for you.”
As the city continues to grow, the VEDC’s commitment to long-term, inclusive development remains steady.
“We’re talking about decisions that affect the city for decades,” Etzler said. “People and businesses are making long-term investments here. We owe them a thoughtful, community-first approach.”
With dedicated leadership and a clear vision, the VEDC continues to shape Valparaiso into a city built to thrive for this generation and the next.
